About this project

We do not build our own resilience lab. We fund the three orgs that already operate the hardest parts of the stack.

Unredacted Labs runs the exits. They operate roughly 123 Tor exits on their own hardware, plus bridges, FreeSocks proxies, and Signal/Telegram bridges. NoiseNet (AS401401) provides anycast routing with noise against traffic correlation. GreenWare runs the exit fleet on blades and Raspberry Pis at around 400 W total. One paid staffer, the rest volunteers. Money goes to bandwidth, colocation, and iron. They placed second in the Tor participatory funding round 2026 (~40.7 k$ after match). HRF has backed them before.

eQualitie keeps sites standing. Deflect is a CDN and DDoS mitigation service for independent media and NGOs, absorbing millions of users per month. Deflect Labs researches malicious traffic patterns. Ceno is a P2P browser that serves web content when the network is cut off, bridging across shutdowns. eQsat delivers content to censored networks. Ten years of media partnerships and satellite relationships cannot be cloned from scratch.

OONI tells us where to point the pipes. Open-source probes collect real-time data on censorship, throttling, and shutdowns worldwide. Without measurement, we route proxies to the wrong countries. OONI was in the same Tor 2026 funding round and says classical funding is unstable. The grant funds probes, the data pipeline, and coverage in under-measured countries.

Allocation by role. Unredacted gets hardware, IX, and bridges. eQualitie gets Deflect and Ceno capacity. OONI gets measurement, not servers. Priority order: Unredacted first (capacity), eQualitie second (sites and offline web), OONI third (intelligence for allocation). Each grant is restricted: specific infrastructure, not a general check.
